The ICON•S Türkiye Chapter is a national academic platform committed to advancing the core values of constitutional democracy, human rights, the rule of law, and inclusive democratic deliberation. It brings together scholars and professionals who work in or on the region, particularly Türkiye, and contributes to regional and global discussions in public law. While operating autonomously, the Chapter aligns with the mission and principles of the (ICON•S).

Objectives & Mission
The ICON•S Türkiye Chapter aims to contribute to the objectives, values, principles, scholarly activities, and collaborative efforts of the ICON•S as a national chapter. The ICON•S Türkiye Chapter achieves its mission to:
- Foster the civic and institutional core values of constitutional democracies, the United Nations, and the Council of Europe, emphasizing human rights, checks and balances, the rule of law, and inclusive democratic deliberation within the context of Türkiye, both regionally and globally.
- Contribute to intellectual interaction and cooperation based on an interdisciplinary approach regarding public law, social sciences, and humanities to develop peer-to-peer collaboration for scholars and practitioners.
- Develop an inclusive collegiality that fosters equality and diversity in representation and participation.
- Promote the goals of the ICON•S concerning its commitment to an interdisciplinary approach to public law, including the full involvement of scholars and practitioners in the field of constitutional, administrative, and international law, as well as other related disciplines.
- Contribute to the activities of the ICON•S at the regional and global scale, providing a discussion and feedback platform for a deeper understanding of global and transnational legal developments.
- Provide development opportunities for early career scholars through seminars, workshops, and mentorship programs.
- Cooperate with the existing domestic and regional organizations, associations, and platforms that are committed to the values of constitutional democracy. The ICON•S Türkiye is an autonomous network of scholars and practitioners distinct from them.
Manifesto
The ICON•S Türkiye Chapter Manifesto reflects its commitment to:
- Advancing the core values of constitutional democracy, human rights, the rule of law, and inclusive democratic deliberation within the context of Türkiye, both regionally and globally.
- Promoting interdisciplinary collaboration in public law, the social sciences, and the humanities.
- Ensuring equality, diversity, and inclusion in scholarly representation and participation.
- Supporting early-career scholars through seminars, workshops, and mentorship programs.
- Contributing to regional and global legal dialogue by actively engaging in ICON•S activities and offering platforms for open discussion and exchange.
Principles
The Chapter is committed to transparency, accountability, inclusion, gender equality, and academic integrity. It operates through democratic and participatory governance and aims to promote engagement across disciplines, institutions, and generations. The Türkiye Chapter values intellectual diversity and seeks to cultivate a respectful, critical, and collaborative academic environment.
Governance
The governance structure of the ICON•S Türkiye Chapter is based on three main bodies:
General Assembly
- Composed of all registered members of the Chapter.
- Convenes at least once a year.
- Elects the Executive Board and the Co-Chairs by majority vote.
- Approves amendments to the Chapter’s rules and structure.
Executive Board
- Consists of seven members, including two Co-Chairs.
- The Co-Chairs shall be responsible for:
- Chairing the meetings of the General Assembly and the Executive Board.
- Collaborating closely in the governance of the Chapter.
- Representing the Chapter.
- Convening meetings and setting the agendas for both the General Assembly and the Executive Board.
- Fulfilling additional duties assigned by the Executive Board.
- Organizing a division of responsibilities between themselves, if needed.
- Ensuring that, in the absence of one Co-Chair, the present Co-Chair carries out the duties after consultation.
- Members serve a three-year term, renewable once.
- Decisions are made by simple majority vote.
- Substitute members may attend meetings in the absence of full members, with responsibilities limited to those meetings.
Executive Secretary
- Appointed by the Co-Chairs in consultation with the Executive Board for a three-year term.
- Provides administrative support to the Co-Chairs, General Assembly, and Executive Board.
- Takes meeting minutes, maintains records, and manages the Chapter’s website and archives.

Membership Information
Membership is open to scholars and professionals with a demonstrated interest in constitutionalism and public law. This interest may be reflected in various ways, including-but not limited to-having studied or worked at an institution in the region, particularly in Türkiye, or having produced academic work on the region’s legal and institutional frameworks. The Executive Board reviews membership applications in line with the Chapter’s commitment to inclusiveness and diversity.
