The coronavirus pandemic (Covid-19) has caused many challenges to democracy around the world. Under the new conditions, states must implement effective quarantine measures, as well as take decisions that justifiably and least restrict human rights.In the context of the pandemic, it is convenient to analyze how to guarantee legal certainty in the face of the legislative dynamics in Cuban public law, making it adaptive to the situation the country is going through. The panel aims at assessing the dynamics of Cuban public law in the face of the emerging challenges of COVID-19 and its impact on legal security. It will address the public legal relations that underwent changes in this context of the pandemic and will offer assessments of its impact on legal security as an essential principle of our legal system.
